Project Cornerstone Summary

Today, our Medicare Advantage business is administered on multiple legacy core technology platforms that lack automation and do not support all its business requirements. This results in an unfavorable administrative cost position and an overly complex operating model that, if not addressed, will create potential compliance risk and impede growth.

Given the importance of Medicare Advantage growth to our enterprise success, we are embarking on a multi-year commitment - called Project Cornerstone - to move that business from multiple platforms to a single modern claims administration technology, and align processes that will ultimately improve competitiveness with the market, drive long-term affordability, and enable us to scale reliably to support growth.

Role Details

As an enabler of Enterprise Strategic Priority #3 (Medicare Advantage Growth), the Cornerstone program will drive a competitive administrative cost structure while delivering consistent, compliant operational performance. This will be accomplished through the implementation of a new operating model - transformation across people, process, and technology.

The Business Readiness Product Owner is a member of the Business Readiness Team and a conduit between the Agile Teams, support functions, and the business. The Business Readiness Product Owner is responsible for defining the vision, scope, and priority of the detailed requirements to be delivered by the team and owns the user story prioritization in accordance with the Business Readiness Product Manager's priority requests. The Business Readiness Product Owner also reviews the quality of the products the team produces.

This individual will work with business, technology, support, and solution teams to define User Stories specific to business readiness activities and prioritize the team backlog. This individual must possess strong understanding of their respective business processes and capabilities (listed below). This individual will be responsible for guiding the team on Story estimates and sequencing.

  • Enrollment and Fulfillment (3)
  • Billing and Reconciliation (2)
  • Claims (3)
  • Provider (2)
  • General support for other functional areas like clinical ops and net ops (2)


Primary Responsibilities
  • Build and manage team backlog of items for training, communications, readiness and change management, process, and impacts
  • Assist Readiness Lead in facilitating feature refinement review with readiness team
  • Attend PO and PM sync call to understand features and determine dependencies
  • Participate in feature refinement sessions
  • Build user stories and acceptance criteria
  • Oversee collaboration with other readiness team members at PI to ensure all stories meet Readiness team needs
  • Communicate user story ranking to readiness team
  • Create status decks and talking points regarding Readiness activities for broader stakeholders in Large Group Operational Readiness meetings
  • Provide names to E2E UAT Lead of business testers
  • Attend local market/Specialty meetings as requested
  • Review and approve communications (ad-hoc)
  • Work with Change Management Lead(s) to schedule and facilitate calls to drive and mitigate change readiness questions and risks
  • Obtain Rollout Schedule and align with RTEs
  • Conduct weekly PO readiness meetings
  • Create readiness checklist to ensure team and users are prepared for all work leading up to go live
  • Accept Team's stories and features as "Done"

Technical Skill Requirements
  • Expert level Medicare/Medicaid business knowledge across one of these four products: Enrollment and Fulfillment; Billing and Reconciliation; Claims Intake, Adjudication and Encounters; or Claims Provider, Pricing, and Capitation
  • Expert-level knowledge of project and change management and associated methodologies, techniques, processes, and approaches (e.g. Project and Portfolio Management Methodology - PPM)
  • Knowledge of Agile principles
  • Understands how to write user stories and define acceptance criteria
  • Ability to make decisions on behalf of stakeholders as to feature/Story definitions, ranking, and acceptance
  • Budget, cost and profitability management skills
  • Knowledge of resource management tools
  • Credibility as a senior-level project leader
  • Strategic Thinking: Ability to juggle multiple goals and deadlines in the context of the big picture
  • Team Leadership & Development: Ability to mentor, coach and effectively transfer expertise to others

Qualifications (i.e., preferred education, experience, attributes)
  • Medicare and Medicaid operations experience
  • Knowledge of release train solution (e.g. Enrollment and Fulfillment; Billing and Reconciliation; Claims Intake, Adjudication and Encounters; Claims Provider, Pricing, and Capitation)
  • Background in health plan core admin, government programs especially preferred
  • Experience developing and managing business cases
  • Ability to elicit and develop high level requirements at the feature level
  • Deep experience in roadmap creation and proven ability to articulate product vision for features across teams
  • Ability to review and accept the outcome of the demo/sprint/release for feature completeness and quality and provide feedback
  • Strong executive stakeholder relationships including engagement and alignment
  • Able to prioritize work for ARTs / cross teams
  • Ability to manage conflict for ARTs / cross teams
  • Credibility as an operational leader with project delivery experience
