Summary

The Proposal Support Advisor is responsible for managing the RFP and proposal development process for higher-complexity, strategic bids from receipt of the RFP through submission. This individual will have specialized knowledge of their primary business segment, with the ability to support other segments as needed.

This position is with Evernorth, a new business within the Cigna Corporation.

Job Responsibilities

The Proposal Support Advisor is responsible for concurrently managing multiple proposals with aggressive deadlines. They support follow-up , finalist, and contracting activities, as needed. Proposal Support Advisors develop BA expertise and work with Strategic Relations Directors to develop BA-specific templates and to position strategy appropriately (including market-specific nuances).

The RFP process includes: appropriately engaging sales, account management, and other cross-functional leadership to review and develop a market-specific bid strategy and working together to understand and resolve any bid challenges; formatting RFP response documents in accordance with Express Scripts' brand; researching and incorporating responses from our response database and working with subject matter experts to develop custom responses for questions that need further research or buy-in; working with client pricing to provide a pricing arrangement and responses to pricing-specific questions; and submitting our proposal response externally. In all cases, this position is responsible for ensuring the responses to requests and questions are compliant with RFP requirements, instructions, and Express Scripts' contractual obligations. This includes facilitating negotiations amongst cross-functional partners to increase compliance rates, while appropriately mitigating business risk. Additionally, the Proposal Support Advisor is responsible for actively participating in cross-functional projects and process enhancements across the team. The Proposal Support Advisor mentors and trains new team members.

The individual in this position is viewed as a leader-by-example and uses specialized expertise to manage, develop, and edit strategic proposals, while also coaching less-experienced project managers on best practices. He or she has an in-depth understanding of an assigned market segment, learning how to respond to questions and requirements based on the needs of the segment. This position is primarily responsible for ensuring the responses are compliant with RFP requirements/instructions and Express Scripts' contractual obligations, including facilitating negotiations amongst cross-functional partners to increase compliance rates, while appropriately mitigating business risk.

The Proposal Support Advisor may review contracts and be accountable for working with legal and other cross-functional SMEs, up through the VP and Senior Staff level, as appropriate, to ensure proper positioning of, and responses to, contract terms in our proposal responses, including redlining of contracts, as required. This role involves considerable risk as non-compliance with requirements decreases our overall compliance rate with benefit advisors, which is visible to Senior Staff. Specifically, the Proposal Support Advisor is responsible for reviewing bid requirements, assessing associated risk, and making preliminary recommendations regarding eliminating low-risk deviations. Additionally, the Proposal Support Advisor is responsible for leading cross-functional projects, process enhancements, and departmental initiatives. The Proposal Support Advisor supports developing best practices across the team, building the process and procedures documentation library to ensure compliance and consistency.

Proposal Support Advisors have interactions/communication with VP-level and above. Proposal Support Advisors must demonstrate strong problem resolution abilities, working with cross functional partners across the organization to negotiate solutions and agreement to RFP requirements and questions. They are responsible for educating cross-functional partners on current strategy, database language, positioning, and the overall RFP process. Proposal Support Advisors are involved in negotiating requirements and advocating for complex cross-functional engagement and agreement on non-standard issues. Hours for this role vary, and exceed the standard 9-5 schedule.

The Proposal Support Advisor should have the ability to effectively prioritize requests; accurately interpret RFP questions; and write clear, articulate, and persuasive responses, often on short turnaround times. In addition, the Proposal Support Advisor should have strong project management skills, good judgment, and the ability to effectively multitask. Proposal Support Advisors work collaboratively with subject matter experts at varying levels of management across the company to maintain the integrity of information in the proposal database as well as continually investigate possible improvements to the content and presentation of database material. The position also includes supporting applicable department goals via day-to-day work and special projects, facilitating meetings, problem solving, reviewing and assigning work, training and mentoring new hires, and training proposal managers on how to navigate and use proposal database information.

Note: This role is WAH/Flex which allows most work to be performed at home. Employees must be fully vaccinated if they choose to come onsite.

This position is not eligible to be performed in Colorado.
